Unknown Lure

Hi, I am a mechanical hook collector and I ran across this crankbait in a box of miscellaneous lures... Never have seen it before. The wooden body is 3.25" and I am not sure if it's complete since there is a small hole in the back of the body. I have looked in every book I have and searched the internet with no luck. Really curious, any ideas?
