Water Scout I.D. Help

mason bullock	I have an old lure that looks exactly like the cotton cordell plastic water scout, but i can't find any information on them being made in a bullfrog color exactly like the heddon bullfrog (BF) color ,as the spots are lines and not circles. Is it a cotton cordell or did someone else make the water scout?
